How do they pick the queen bee?

Bee colonies produce queen bees under two different circumstances - either the colony is getting large enough to split into two or more colonies, or the current queen is getting old. They are selected from birth by the worker bees, who build special queen cells and feed the selected larvae a special diet (';royal jelly';) that makes them become sexually mature.How do they pick the queen bee?
I don't think they PICK a queen bee, she just is the queen bee.How do they pick the queen bee?
I believe the adult bees in the hive vote.
